It's not at all obvious from the documetation how to create a private branch. The closest I could get by experiment was "fossil commit --private --branch NEWNAME", but that doesn't work if there are no changes to commit. It would be nice if we could create new private branches using a "--private" option with the "fossil branch new" command.
